A Hutu dictator of 20+ years was about to change and reform, to share power with the minority Tutsi people, to unite and consolidate the country & its armed forces. Then the extremists among his own guards killed him, and proceeded with the genocide. The attached is an investigation report on the key event - the assassination of the dictator President Habyarimana.
